Second Meeting (31 January 1975) of the
Ad Hoc Coordinating Group on Congressional
Review of the Intelligence Community
1. The Ad Hoc Group met at 1000 hours in the DCI Conference
Room. Attendees received copies of excerpts from the Congressional
Record which included the debate on the establishment of the Select
Committee, the final Resolution, the membership of the Select
Committee and the Scott-Mansfield letter to the Departments and
Age-:icies involved on the subject of destruction of documents. The CIA
Legislative Counsel briefly reviewed the current status of the'
Committees' organization in the Senate and the House. The following
subjects were discussed:
a. Security - The ramifications of security considerations as
they would impact on the various Community agencies were reviewed.
25X1 A b. indicated that the drafting- of an opening statement
for the DCI's use before the Committees was in progress, and that
copies would be made available to attendees at an early date.
c. Responsibilities for the drafting of proposed appendices to
accompany the Director's statement.
2. The following represent an initial listing of the proposed appendices
to accompany the DCI 's statement. It was recognized that additional
appendices may be called for as the drafting process evolves. Each
appendix will have a principal drafter as designated below who will
coordinate with other representatives as appropriate. The initial drafts
of assigned appendices should be available for the next meeting of the
Ad Hoc Group.
