SUBJECT : Coordination of NSC 167/2 and Related Matters
Concerning Korea
1. The Operations Coordinating Board has approved the Terms
of Reference for the '.forking Group on Coordination of NSC 167/2
and Related Matters Concerning Korea by vote slip action on
November 16, 1953.
2. Attention is invited to paragraph 9 of the Terms of Ref-
erence wherein NSC 170/1, "U.S. Objectives and Courses of Acton
in Korea," when approved by the President, was to provide the basic
policy guidance for the working group.
3. NSC 170/1 was approved by the President and transmitted to
OCB for coordination on November 20, 1953, and therefore it becomes
the basic policy guidance for the working group.

RITY
1. The President, on November 6, 1953, approved the statement oi-`
policy; in'NSC 167/2, as adopted by the NSC,'and directed its implemen-
tation by all appropriate executive departments and agencies of the U,~:
Government under the coordination-of the OC3. This statement of polio
was accordingly referred to the OCB by memorandum of transmittal dated
November 6, 1953.
2. Representatives of the following agencies shall conatitnte a
working group in order to facilitate inter-agency coordination of poli=r-es, oup programs and operatianrepresentative ifulfillment of Sta e,guith az=

a. Department of State
b. Department of Defense
c. Foreign Operations Administration
d. United States Information Agency
e. Central Intelligence Agency the OCB
f. Other agencies as determined by

3. It shall be the function of the members of this working gro-x
to keep informed and to inform each other of operations and forward
planning as they are developed within their departments in support of
NSC 167/2, and to undertake to insure the proper coordinationcofithese
plans and operations and their accordance with NSC 167/2.

development shall be conducted through the members of the working group
or through such special mechanisms as may be established by OCB. Appendix
"A" consists of certain specific tasks to which the group is enjoined to
give immediate attention.
4. In the implementation of this policy, the working group shall
constantly keep in mind that particular climate of opinion the U.S.
is seeking to achieve.
5. In addition,the working group shall, on the basis of its cog-
nizance of current planning, operations, and new policy developments,
initiate action or submit recommendations concerning amendments or modi-
fications which may be occasioned by new proposals which appear to be
desirable within this policy. The working group shall report to the
0CB serious gaps or omissions, as well as inconsistencies and ambiguities
in implementation planning and operations.
6. Responsibility for the conduct of operations which arise from
the implementation of this policy statement remains with the denartmeits
and agencies concerned.
7. The working group shall undertake to satisfy appropriate request-
for such supplementary information or reports as may not be transmitted
through routine channels.
S. Due to the urgency of this matter, the working group will obtain
necessary data concerning the implementation of the policy and shall
submit a consolidated report thereon to the 0CB as of January 30, 1954.
These reports are in addition to those made in normal COB status and
semi-annual reports.
9. On October 21, 1953, the 0CB reconnended that former PSB docu-
ments D-7c and J-19d be coordinated under the 0CB until they were su't-
stantially effected by pertinent NSC action. In a report to the NSC
on November 9, the NSC Planning Board transmitted NSC 170 on "U. S.
Objectives and Courses of Action in Korea." In that report, it is
recommended that the OCB be designated as the coordinating agency. if
approved by the President after i'SC consideration, this document, which
includes the substance of NSC 167/2, will provide the basic policy guidarc'I
for the working group. It should. also be used as an authority for the
working group's considerations of the above-referred PSB D-7c and J-11-9d,
with a view to making recommendation as to their disposal.
