Treaty Violations
Preliminary Report:
I talked to Blaufarb SE/PP who represented CIA at the WG meetl-n #ft-t
recommended that the funds for subject report "be made available b y the
appropriate agencies". He is convinced that the reports: are of use to tiia
agency(Rumania is, in his division, ergo he should know wherwit'ial ne sp( =lies).
He said that the WG members did not discuss how the $65,000 should' be fir-
nished. Blaufard reiterated that State hasn'the money and that ?ie personr-
ally feels that USIA should bear the brunt of the load because thye will
use and benefit most from the reports. Hehid admit that the Wt:- sh -ug;ae< cft
the financial aspects of the case,, saying that other levels of au.?iorita
would figure that out. ~~j

E I seriously doubt that there is anyone in the free world
susceptible of listening to the voluminous documentary evidence which
is being prepared under this program and of understanding what it s
all about who hasn't realized for years that communist controlled
parties are instruments of the Kremlin. This is part of the very; nter-
nationalism of the communist system. This line of propaganda would be
as effective as berating capitalism for putting up with private omiersbi
of property.
Looking at it from another point of view, populations behind
the icon curtain hardly have to be told that their govermnent3 are violating
treaty
peace *ftm guarantees of freedom of expression ahd freedom of the press.
They've known it for years.

that the play-back shah would give the impression to the suo,ject
populations that the Western world is cognizant of their plight and
trying to do something about it. I doubt very much if this could bt,
done, first because the UN in the present coexistence euphoria would
handle the theme very gingerly,iif at all, and second because the Russii.n3
have infinitely greater resources than we for exploiting in the satJili$Ers
what transpires in UN.

MEMORANDUM FOR THE EXECUTIVE OFFICER OF OCB
SUBJECT: COB Consideration of Request for Funds to Publish
Materials Documenting Satellite Treaty Violations.
1. The current list of agreed courses of action to implement NSC 174
includes the following point:
"18b. Develop opportunities to exploit the voluminous documentary
materials being compiled in the Department of State to demonstrate
satellite treaty violations."
The Department of State was assigned primary responsibility for the imple-
mentation of this course of action, with the USIA and CIA having supporting
responsibility.
2. The assembly and compilation of these data have been under we ,T for
more than two years, and two volumes containing evidence of violations by
Rumania czf. pace treaty guarantees of freedom of expression and freedom oT
press have been published. Additional material sufficient for nine more
volumes has been collected, but funds for the work of editing and publica-
tion are not currently available to the Department of State. The project
will have to be suspended unless needed funds in the amount o f fib.,..

3. The presentation of such evidence ~ ~~dAssenbly~on1Novemberf3;he
terms of a resolution adopted by the
1950, with U.S. support, ;:hich called upon member states to submit data
of this nature to the Secretary General. If published, the materials
would be of substart.ial value both to the USTN Delegation for use in
debates at the UN and to the USIA in its wore abroad, particularly in
countries where the true attitude of C ;:::n nJ.st regimes toward human rights
is not clearly undo= stood, The U.S. delegation to the UNESCO General
Conference at Montevideo has -cod fo-r waterial of this kind. Evidence of
treaty violations by the satellites would also serve one of the purposes
of the campaign to unmask the international communist conspiracy and Soviet
imperialism, one of the aims of which -to inform the nationals of the
free nations of the world that comnunict controlled parties, although they
may have an indigenous base, are merely instri meats of the Kermlin for
furthering communist aims of total takeover and total control."
4. The Working Group on NSC 174 recommends:
a. That the OCB approve the completion of this project.
b. That funds for this purpose be made available by the
appropriate agencies.
