MEMORANDUM FOR THE EXECUTIVE OFFICER OF OCB
SUBJECT: OCB Consideration of Request for Funds to Publish
Satellite Treaty Violations.
Materials Documenting
1. The current list of agreed courses of action to implement W )C 17t,
includes the following point:
"18b. Develop opportunities to exploit the voluminous dog-amenttsu. y
materials being compiled in the Department of State to demonstrai:a
satellite treaty violations."
The Department of State was assigned primary responsibility for the imple-
mentation of this course of action, with the USIA and CIA having supporting
responsibility.
2. The assembly and compilation of these data have been under way fo?
more than two years, and two volumes containing evidence of violations by
Rumania of peace treaty guarantees of freedom of expression and freedom of
press have been published. Additional material sufficient for nine more
volumes has been collected, but funds for the work of editing and publica-
tion are not currently available to the Department of State. The project
will have to be suspended unless needed funds in the amount of $65,000 can
be made available. Approaches to USIA and CIA have had negative results,

terms of a resolution adopted by the UN General Assembly on November 3,
