Reference proposed legislation for 100 visas, Mr. Pforzheimer received
call from Fisher Howe, State, saying the SecState should be included
in legislation so they would have certain control over visas.
It was DCI's understanding that Mr. Lovett, Actg SecState had
agreed to the 100 visas "without any strings".
With reference to "Higher Classification of CIA Exploitation of Soviet
Russian Language Material", DCI approved following recommendations
by I&S, which had been concurred in by 00, ORE and OCD:
(1) The Bibliography of Russian Periodicals -- to remain unclassified;
(2) Periodical Abstracts (general series) be discontinued and
replaced by separate extracts, classified according to source, with
CONFIDENTIAL as minimum classification;
(3) Periodical Abstracts (scientific series) be upgraded to SECRET.
(4) Translation and Information reports be classified individually
with-CONFIDENTIAL as minimum classification.
(5) 00 be directed to survey the problem of procurement of Soviet
publications from points of view of security of sources, and
classify information extracted from such sources in accordance with
results of the survey.
