Dear Mr. Director:
This relates to my letter to you dated 13 April in which I
informed you that Mr. Richard Helms had been nominated for
the Rockefeller Public Service Award in the field of X'oreeign
Affairs. As you know, Mr. Holm* has been nominated by the
President for the post of Deputy Director of Central Intelligence,
a post he will assume formally later this week.
In view of his new assignment and because Mr. Helms has
recently been Wormed that he will receive the National Civil
Service League Award, it is :Mr. Helms' desire that no action be
taken in any way In pursuit of his nomination for the Rockefeller
Award, and steps are being taken to inactivate his nomination.
I am in agreement with Mr. Helms' views in this matter and I
wanted to make sure that you were aware of this development.
