MEMORANDUM FOR: Associate Deputy Director for Intelligence
SUBJECT Request for Authorization and Funding
to Speak and to Consult with Latin
American Specialists in Los Angeles
1. Dr. Edward Gonzalez, Department of Political
Science, University of California, Los-Angeles has in-
vited me to speak to several UCLA classes and student
groups interested in Latin America. A copy of his
letter to me is attached. Gonzalez, who is employed
part-time at the RAND Corporation has also invited me
several times in the past to consult with him and his
colleagues interested in Latin America at RAND.
2. You recall that in February I requested ap-
proval to travel to St. Louis and Los Angeles to speak
before student and faculty groups and to visit RAND.
You approved that trip, although at the last minute it
was necessary to postpone the Los Angeles leg. Gonzalez
has recently reiterated his request and asked me to
speak to his upper division class of 110 students on Cuba
and Mexico. He has also asked me to speak to two other
student groups.
3. I have explained in detail to Gonzalez the
conditions under which it would be possible for me to
appear: that my visit not distress UCLA students,
faculty, or administration, that no recording of my
speeches be made, that no media representatives be in-
vited, and that my remarks be taken off the record, and
be understood to represent only my views. Gonzalez, as
his letter indicates, is in agreement.
4. Gonzalez is a leading academic expert on current
Cuban and other Latin American affairs, and principal
author of a study on Cuba commissioned by DOD. I have
consulted frequently during the last year or so with him
and his RAND colleague David Ronfeldt (a leading
Mexicanist). Our exchanges of information and views

have benefited all of us. If you approve this request,
I hope to spend a considerable amount of time consulting
with Gonzalez, Ronfeldt, and other Latin Americanists in
the Los Angeles area.
5. If you approve the trip and authorize travel
expenses and per diem, I would plan to leave for Los
Angeles on November 6th or 7th in order to meet with
Gonzalez' class on November 8th. Another couple of
days to meet with the other student groups and to consult
at RAND headquarters would also be worthwhile.
