THIS IS A PRELIMINARY OAK CABLE BASED ON PHOTOGRAPHY FROM
KH-4 MISSION 1043-2, DATED 14-22 AUGUST 1967. PART 1 REPORTS ON
HIGH INTEREST TARGETS OBSERVED IN THE MIDDLE EAST AND AFRICA,
PART 2 ON CHINA SOUTH OF 32 DEGREES NORTH AND NORTH VIETNAM, AND
PART 3 ON OTHER TARGETS, PRIMARILY IN THE USSR. ANALYSIS IS
CONTINUING.
PART 1.
1. EGYPT,IJORDAN AND SYRIA ARE IMAGED ON 7 PASSES
DATED 17-22 AUGU ROBABLE CONCENTRATIONS OF VEHICLES ARE
OBSERVED IN EGYPT AT 30-09N 031-48E, 30-12N 032-05E, 30-15N
032-00E, 30-30N 031-53E; NEAR ABU SUWEIR AIRFIELD AT 30-36N

4. ALL 37 KNOWN SA-2 SAM SITES AND THE 6 KNOWN SAM SUPPORT
FACILITIES IN EGYPT ARE COVERED. PRELIMINARY READOUT REVEALS 15
SAM SITES ARE OCCUPIED, 3 ARE PROBABLY OCCUPIED, 17 ARE UNOCCUPIED,
I IS UNDETERMINED, AND I CAN BE IDENTIFIED ONLY. OF THE SAM SUPPORT
FACILITIES, 3 ARE OCCUPIED, 2 ARE UNOCCUPIED, AND 1 IS IDENTIFIED
ONLY.
5. NO SIGNIFICANT CHANGES ARE OBSERVED AT THE HULMAN MUNITIONS

1. SOUTH CHINA IS COVERED BY ONLY 2 CLOUD-FPEE PASSES. NAVAL
ACTIVITY AT SHANG HAI, CHOU SHAN, AND TA HSIAH TAO APPEARS NORMAL.
NO SIGNIFICANT OB OR CHANGES TO AIR AND GROUND FORCE FACILITIES IS
NOTED.
2. NORTH VIETNAM IS COVERED WITH 4 PASSES OF PHOTOGRAPHY --
D149, D165, D181 AND D197 DATED 17 THROUGH 20 AUGUST. CLOUD COVER
IS ESTIMATED AT 80 PERCENT. A SEARCH OF CLOUD-FPEE AREAS REVEALS NO
SIGNIFICANT ACTIVITY. OF THE 202 KNOWN SAM SITES, 43 ARE OBSERVED
IN THE CLOUD FREE AREAS. THUS FAR, NO NEW SAM INSTALLATIONS HAVE
BEEN IDENTIFIED.
PART 3
1. PORTIONS OF 11 OF THE 25 KNOWN DEPLOYED ICBM COMPLEXES ARE
OBSERVED ON THIS MISSION. PERM, DOMBAROVSKIY, YEDROVO, KOZELSK, OMSK,
UZHUR AND PLESETSK ARE OBSCURED BY SCATTERED CLOUDS AND HAZE, AND
HEAVY CLOUDS HINDER INTERPRETATION OF SVOBODNYY, YOSHKAR-OLA,
GLADKAYA AND TYUMEN. NO NEW LAUNCH SITES ARE IDENTIFIED. THE ENTIRE
PLESETSK MISSILE AND SPACE CENTER WITH THE EXCEPTION OF THE ADMINIS-
TRATION/HOUSING AREA AND LAUNCH SITE 5, IS COVERED BY PHOTOGRAPHY
OF POOR-TO-FAIR INTERPRETABILITY. AT SITE 14, THE LAUNCH PAD HAS
BEEN EXTENDED ON THE NORTH SITE.
2. THE TYURATAM MISSILE TEST CENTER, USSR, IS NOT COVERED.
3. AT THE KAPUSTIN YAR/VLADIMIROVKA MISSILE TEST CENTER, USSR,
ONLY PORTIONS OF SSM COMPEXES A, B, AND C ARE IMAGED ON OBLIQUE,
NON-STEREO PHOTOGRAPHY WITH SCATTERED-TO-HEAVY CLOUD COVER.
ALTHOUGH LAUNCH AREA 6C IS ONLY PARTIALLY VISIBLE, IT APPEARS THAT
THE CONDUIT TRENCHES LEADING TO THE THREE SILOS HAVE BEEN BACKFILLED
AND THE CONTROL BUNKERS ARE EARTH MOUNDED.
4. AT MOSCOW 3 OF THE 7 ABM LAUNCH COMPLEXES, E21, E24 AND E33,
AND THE SUPPORT AREA FOR E31 ARE OBSERVED. AT E21 THERE IS NO
SIGNIFICANT CHANGE. AT E24 ALL RADOMES IN TRIAD 2 STILL APPEAR TO BE
INCOMPLETE. ALL RADOMES IN TRIAD 2, E33 APPEAR COMPLETE AND GALOSH

LAUNCHER/ERECTORS ARE POSSIBLY PRESENT A.EACH OF THE S LAUNCH
POSITIONS IN TRIAD 1. THE NARO-FOMINSK /SPACE TRACKING RADAR
FACILITY (DOG HOUSE) IS OBSERVED, HOWEVER, THERE IS NO SIGNIFICANT
CHANGE. ALL OTHER MOSCOW ABM FACILITIES ARE NOT COVERED.
5. ONE SUSPECT AND 9 OF THE 41 KNOWN PROBABLE LONG RANGE SAM
(PLRS) LAUNCH COMPLEXES ARE OBSERVED. PLESETSK, SHARYA, MOZHAYSK,
TIKHVIN AND PYATIGORSK ARE IMAGED ON CLOUD-FREE PHOTOGRAPHY. THE
3 LENINGRAD COMPLEXES ARE OBSERVE-D:THROUGH HAZE. MINSK IS HEAVILY
CLOUD COVERED AND NEYA IS COVERED to?SCATTERED CLOUDS. CONFIDENCE
IN THE SUSPECT PYATIGORSK PLRS IS LEiENED BY THE LACK OF DEVELOPMENT
OVER A PERIOD.OF 3 MONTHS. SIGNIFICANT ITEMS OF INTEREST INCLUDE
CONSTRUCTION O'?-THE TRACKING/GUIDANCE FACILITY AT TIKHVIN AND THE
CONFIRMATION OP THE MOZHAYSK AIR WARNING RADAR FACILITY. NO
OTHER SIGNIFICANT DEVELOPMENTS ARE OBSERVED.
6. THE SARY-SHAGAN ANTIMISSILE TEST CENTER, USSR, IS COVERED
BY 2 PASSES, BOTH WITH SCATTERED CLOUDS EXCEPT ALONG THE SHORE OF
LAKE BALKHASH, WHERE IT IS CLEAR. NO UNUSUAL ACTIVITY OR SIGNIFICANT
CHANGE IS OBSERVED.
7. NO SIGNIFICANT CHANGES ARE NOTED AT THE LONG RANGE BOMBER
BASES WHICH ARE OBSERVED.
8. SOVIET NAVAL ACTIVITY APPEARS NORMAL AT LITSA AND PECHENGA.
THE KOLA INLET AND VLADIVOSTOK NAVAL BASES ARE CLOUD COVERED. A
POSSIBLE 402A SSBM IS LOCATED IN THE FLOODED LAUNCH BASIN AT
SEVERODVINSK SHIPYARD 402 AND THE ORIGINAL 402A AND 402B SSBNS
REMAIN AT THE FITTING OUT QUAY AND LAUNCH BASIN RESPECTIVELY.
9. THE PROBABLE SURFACE EFFECT SHIP IS NOT OBSERVED ON GOOD,
CLEAR PHOTOGRAPHY OF THE CASPIAN SEA BETWEEN ASTRAKHAN AND BAKU.

COMMUNICATIONS LINES EXTEND TOWARD THE AREA FROM THE LINES SERVING
UNDERGROUND TEST AREAS 1 AND 4. TRACK ACTIVITY AND GROUND SCARRING
ARE IDENTIFIABLE THROUGHOUT THE AREA. POOR INTERPRETABILITY
PRECLUDES FURTHER ANALYSIS.
CRATERS ARE IDENTIFIED IN CLOUD-FREE AREAS.
THE UNDERGROUND TEST FACILITIES ARE APPROXIMATELY 40 PERCENT
CLOUD COVERED. IN UNDERGROUND TEST E 3. H'-TONED PEAK,
DESIGNATED PEAK Y, IS NEW SINCEI AT 49-49-30N 2 5X1
078-03-30E. THE PEAK IS SERVED ADII 4k - NING IS A
RESULT OF THE 29 JUN 67 TEST. PARTIAL CLOUD COVER OVER THE PEAK
LIMITS INTERPRETATION. NO CRATER IS IDENTIFIABLE IN THE CLOUD-FREE
PORTIONS. THE POSSIBLE UNDERGROUND TEST AREA IS ALMOST COMPLETELY
CLOUD COVERED.
