INTRODUCTION
This report is a study of the chronological development
of Airframe Plant 166

all available photography of the plant through

airfield, which serves as a test and flyaway field. The main
plant area and the final assembly and checkout area are
connected by both rail spurs and good all-weather roads.
Airframe Plant 166 has been a major producer of
Soviet aircraft; however, in recent years there has been
an almost total lack of photographic evidence of aircraft
production. There is some photographic evidence of a
modification or repair program for both FIDDLER and
FISHPOT. These aircraft have been observed in large
and varying numbers at the final assembly hall and at the
flyaway field. It cannot be determined from existing photog-
raphy whether the plant is engaged in missile production, or,
if it is, to what extent the plant facilities are engaged in
such production.
A building-by-building construction history of Plant 16
is presented graphically in Figures 2 and 3 and in tabular
form in Tables 1 and 2, which also provide interpretations
of the probable functions of all the structures and comments
on some structures. All item numbers in the text are keyed
to Tables 1 and 2 and Figures 2 and 3.
HIGHLIGHTS OF CHRONOLOGY

assembly building (item 38, Figure 2), an assembly/shop
building (item 13), 6 shop buildings (items 11, 12, 14, 47,
65, and 69), 2 large warehouses (items 39 and 43), 2 admin-
istration buildings (items 5 and 36), an administration/
engineering building (item 7), and a steamplant (item
22). Major structures in the final assembly and check-
out area consisted of a shop building (item 12, Figure
3), a repair hangar (item 5), a POL area (item 20), and a
large final assembly building (item 35), which was just
nearing completion. The new Omsk Airfield East was in an
early stage of construction 11 I

Significant construction occurring within the main plant
area during this year included the addition of a warehouse
(item 72, Figure 2) by land the completion of

Construction activity during 1963 and 1964 was confined
almost entirely to the final assembly and checkout area. In
it became apparent that the wing which had
been added to the final assembly building would be further
enlarged. A steamplant (item 40, Figure 3), an adminis-
tration building (item 1), and a shop building (item 23) were
also observed under construction in
1965 -1967
The majority of new construction observed from
occurred within the
main plant area. A small shop building (item 19, Figure 2),
5 warehouses items 30, 62, 63, 64, and 71), and an adminis-
tration building (item 6) were completed during this time
span. A new laboratory/engineering building (item 29) has
been under construction since and 2 older
shop buildings (items 28 and 69) are currently being ex-
panded. In the final assembly and checkout area, it appears
that a large-scale expansion program may be initiated.
The fence/wall surrounding this area has been altered so as
to include almost twice the area enclosed by the old fence.
Footings for several small buildings (items 7, 8, 18, and 19,
Figure 3) are visible.
