BETHESDA, MD. 20014 ? 949-9040 July 25, 1966 Central Intelligence Agency Office of the Director Washington 2S, D. C. 10505 Attention; and Commander Moran Confirming our telephone conversations of July 19 and 20, one of your employees has brought to our attention the fact that you maintain a bulletin board on which houses for sale or rent are posted. In connection with the privilege of posting notices on this board, you do not require any indication that the property is available to all employees regardless of race, creed, or national origin, STATINTL We have been advised that any government agency, wittingly or unwittingly, having their bulletin boards used in a discriminatory way is in clear violation of President Kennedy's executive order and Title 6, Section 601 of the Civil Rights Act, 1964. The only way in which you can be sure that discrimination is not aided by the used of your bulletin board is to require a pledge from all who post notices thereon that no discrimination will exist. A notice to this effect should also be prominently displayed on each board. Please inform us of your actions in this matter. Very truly yours, (Bdrs.)
