1. As a matter of policy it is believed that this Agency
should attempt to recover all funds which can be legally recovered
for subsequent Agency use in carrying out its programs.
2. The attached proposed policy which provides that recovery
to the Agency appropriation will only, be made in the case of motor
vehicles is based on the determination that it is impractical to
match up dispositions with related replacement acquisitions of
items of the same character. This conclusion is based on the find-
ing that the amount of necessary additional work in order to carry
out the general policy stated in paragraph 1 above would be uneco-
nomical.
3. The Budget Division is not in the position to study and
evaluate the practicality of carrying out the policy outlined in
paragraph 1 above. On the assurance of the Technical Account
Staff that it is impractical from an accounting point of view to
do so, this Division has no objection to the proposed alternate
