1. This memorandum contains a recommendation submitted
for approval of the Project Director. Such recommendation is
set forth in Paragraph 5.
2. Letter Contract No,111111111111111111 provides for studies and
investigations of the probable effects of changes of certain
variables on the operation of special systems for producing
electromagnetic radiation. Amendment No. 1 to the letter
contract increases the estimated contract price to an amount
commensurate with the estimated support to be provided by the
Contractor in fulfilling the requirements of the Government
under the letter contract.
3, The letter contract obliated $'75,004 chargeable to
Fiscal Year 1957 AQUATONE (RAINBOW) funds. Azeendmeat No. 1
obligates an additional $2_5, 000~00 of Fiscal Isar 1957 1OU1
(RAINBOW) funds under th4 4ntr-ct. Ely co' ranee to this
:nez~crr enci~am,, the Project Comptroller signifies that sufficient
funds are available for this additional obligation.

4. Certification of funds for this contract will be
handled under the procedure approved by the Director of Central
Intelligence on 15 December 1956, which in effect results in all
10(b) expenses involving issuance of Treasury Checks being
accumulated in a separate account within the Finance Division.
The amounts in this account will be periodically scheduled for
certification of the vouchers by the Director. This procedure
eliminates the necessity for a separate certification of
authority under Section 10(b) of Public Law 110, 31st Congress,
for each contract.
