Dear Mr. Saunders:
There is attached the Department's report for Fiscal Year 1960
of estimated foreign intelligence costs.
The costs for "Foreign Service and Attache Reporting" represent
a pro rata allocation of Foreign Service costs to the intelligence
activity, determined by applying the ratio of the costs of the
Intelligence Bureau to other program or substantive activities of
the Department to the total costs of all Political and Economic
sections in the Foreign Service posts. In addition, the pro rata
costs of Departmental administrative overhead (central administrative
services) were allocated to the estimate for foreign intelligence
costs.
