1. By. next Wednesday noon, I will have to have a listing of proposed
courses of action under over-all actions to be taken by this Government Qty
subsequent to-Stalin's death. Under these courses of action, which I

types of action the Agency can pursue. I would like to hese ready
for task team. discussion, say, at a meeting' , Tuesday, the 9th.
Will you please-arrange necessary details for the meeting.
2. These courses of action should be patterned along the general
concept which Mr. Lindsay prescribed as a result of his initial review of
25X1A our - papers. We should stipulate such courses of action which
in three to five years can appreciably have an impact upon the courses
of events through covert supplementation. The,.courses of action should
prescribe the general direction in which we are aiming and try to foresee
possibilities of developments within the Soviet regime which we can overtly
take advantage of; in principal, two general types of policy papers: the
carrot and the stick approach. If a faction can be manipulated into such
a position that we can come to terms, indicate what deals and inducements
might be offered....capitalist expansion, increased consumer goods,
liberalized trade arrangements, etc. Or, on the other hand, more restric-
tive pressure techniques, perhaps, exploiting ethnic dissidence within
