MEMORANDUM TO: The Honorable
Herbert Hoover, Jr.
The Under Secretary of State
FROM: The Director of the Foreign Operations Administration
Congressman Adam C. Powell, Jr., asked to see me, and I
spoke with him todayr
He said that the Government of Indonesia had invited him to
visit that country. He said he also understood that observers
would be welcome at the African-Asian Conference. He said that he
considered this to be a very important conference and that he felt
the United States should have in some way an unofficial group on
the ground. He thought it ought to include some United States
citizens who are white and some who are colored, such as Assistant
Secretary of Labor J. Ernest Wilkins, Scovel Richardson, and one of
the Negro Congressmen, such as himself or William L. Dawson.
I told him we had realized in the Administration that this
conference was a significant one, that there had been considerable
study of the situation, that I could make no comment on his direct
suggestion, but that I would communicate it within the Administration
and he would hear about it.
I assume State should decide on the response to him. I
believe he has also talked with Max Rabb and that Max Rabb has talked
with George Allen.
