MEMORANDUM FOR: ASSISTANT DIRECTOR, OFFICE OF SPECIAL OPERATIONS
SUBJECT: Intelligence Support for a High Priority Special
Operation
1. The attached document outlines the intelligence needed by OPC
for the full implementation of certain of its high priority plans. Ful-
fillment of these requirements will be difficult and will, in some in-
stances, be impossible. Nevertheless, it is felt that your office
should be alerted to these needs and to the high priority attached to
them.
2. I request, therefore, that you take such action as may be
necessary to assure that these requirements receive the priority atten-
tion they deserve. Please give me your judgment as to the extent to
which your office can meet these requirements at present and your fore-
cast as to the situation six months from now.
3. Material collected in connection with these requirements should
be forwarded to a Special Analysis Unit soon to be established in the
State Department's Office of Intelligence Research.
