MEMORANDUM FOR THE RECORD:
Subject: Role of the Military in PSB Matters.
1. The purpose of this memorandum is to show:
a . The goner al authority for, and the procedures whereby,
the Department of Defense furnishes support to the Office of
Policy Coordination, Central Intelligence Agency (CIA/OPC).
b. The action taken in support of Psychological Strategy
Boar. d (:PSB) programs.
c. The ,status of the supporting plans for I'SB programs.
2. M 11.9.tary Su port for Cl,'.'OPC'. The, authority and. the.
procedures for CIA OPC to ob a n~:full support from the Depart-
ment of Defense and the chronological order in which they are
developed are outlined below.

a . The Secretary of Defense in as memorandum for the
Director of Central Intelligence stated the position of
the Department of Defense with respect to the principles on
which the latter would support covert operations of CIA.

b. The Director of Central Intelligence in a memorandum
:,.'or-the Secretary of Defense stated that the above principles
were generally agreeable to CIA. Thosse principles provide,
therefore, the guidance for Department of Defense support to
CIA in these matters.

c. The Charter of the Joint Suboidiary Plane Division
requires coordination among the individual Services in
furnishing to the Office of Policy Coordination:
(1) Training facilities.
(2) Organizational, materiel, logistical and supply
services.
(3) Operations Support.
d. The Charter of the Joint Subsidiary Plans Division
also states that the Departments of the Army, the Navy, and
the Air Force will provide the necessary operational support
for psychological warfare and covert operations in conformity
with the established procedures in effect for supporting
approved joint plans.

e. The Army, Navy, and Air Force, by separate letters of
in;&ructions, directed commanders to furnish logistical
assistance to the Central Intelligence Agency on a reirn--
bureablo basis and prescribed the procedure to be followed.

f. The Commander in Chief
Far East (CINCFE)
,
was directed
, to exercise direct command over the conduct of those covert
operations in support of combat operations in which U.S.
forces are engaged (Korea). For all other covert operations
undertaken within or without CINCFE's command, the senior
Central Intelligence Agency representative will continue to
operate under orders of the Director of Central Intelligence,.
but will. provide CINCFE with timely information to insure
local coordination and support, and to avoid any action which
in CINCFE's judgment might interfere with or hamper the
pursuit of his mission. Thu:
(1) The planning, execution, and logistical support of
unconventional warfare. in Korea is the responsibility of
CINCFE.
(2) The planning, execution, and logistical. support of
covert operations in contiguous areas is the responsibility
of the Director of Central Intelligence.

_Q. The Joint Chiefs of Staff, in a memorandum to the
Director of Central Intelligence and. to commanders, prescribed
the mechanism for coordination of CIA activities, both with
the Joint Chiefs of Staff and with theater commanders, and
authorized direct contact with the Joint Chiefs of Staff and
commanders for obtaining support for CIA activities.
h. Military support for CIA/OPC approved plans which cannot
be obtained from the local military commander, should be
referred to the Department of Defense by the Director of
Central Intelligence in accordance with the above cited
procedures.
3. Support for PSB Programs. To date five PSB programs have,
boon referred to the Joint Chiefs of Staff, namely D-7c, D-11b,
D--14c, D-15b, and J--19d.
a. PSB D--ll was received by the Joint Chiefs of Staff for
information and guidance on 29 November 1951, and has been
used in the revision of War Plans.
b. PSB D--7c was forwarded to CINCFE 9 January 1952, for
information and guidance. He was informed at that time that
his responsibilities for covert operations contained in the
17 August dispatch remained unchanged.
c;, PSB J-19d, less Annex "G" (Covert), was forwarded to
CINCFE 11 January 1952, for his consideration in the develop-
ment of plans-for the conduct of psychological warfare in
support aC his military operations. Annex "G" (Amended) was
forwarded to CINCFE 1 June 1952, for his information and
appropriate use. At the same time provision was made for
coordination with other agencies operating in contiguous
areas.
d. PSf3 D--14c was received by the Secretary, Joint Chiefs
of Staff, on 12 April 1952. It was not feasible to process
this program prior to the appointment of a U.S. Commander in
Chief, Europe, which was accomplished. on 1 August 1952. The
implementing action has been prepared by the Joint Staff, and
it is expected to be on the agenda for the Joint. Chiefs of
Staff early in September.
,o. PSB D-15b was received by the Secretary, Joint Chiefs of
Staff, on 21 April 1952. T::- comments in 3 d, above, also
apply to this program.

4. Status of Support Plans for PSB ProC-ams.
a. PSB D-llb has been used as a guide in the revision of
an emergency war plan. Support plans will be prepared by
the Commanders under the Joint Chiefs of Staff.,
b. PSB D-7c.
(1) The Department of the Army sent PSB D-7c informally
to CINCFE on 16 November 1951 for advance information and
prior planning. On 26 December 1951, CINCFE forwarded his
plan based on PSB D--7c to the Department of Army for review,
indicating the action he would take in the event PSB D-7c
was implemented.
(2) Formally, the Department of !Army forwarded PSB D-7c
by direction of the Joint Chiefs of Staff to CINCFE on
9 January 1952.
(3) To date, eight (8) plans based on eight (8)
different contingencies have been prepared by CINCFE and
forwarded to the Army for review. The eight (8) plans
are all based on PS:S D-7c for overt aspects only.
(11) Between November 1951 and the present, represent-
atives of the Department of Army have made three (3)
visits to CINCFE and were informed that CINCFE has prepared
detailed plans to carry out the provisions of PSB D-7c if
the occasion occurs.
(5) Plans for covert aspect, have not been received.
(1) The substance of Annexes r?Brr through rrF,r of J-19d
was forwarded to CINCFE `I.l January 1952 for his infor-
mation and guidance.
(2) Since then, the following detailed plans based on
J-19d have been received and reviewed by the Department of
the, ^rmy:
(a) SEVERANCE -- general plan.
(b) HOLDUP ?- contingency plan.
(c) FRAUD - contingency plan.

I (3) To date, the Department of the Army is not aware
of any difficulties being encountered by CINCFE in
preparing to execute the overt aspecto of J-19d.
(-) An amended version of Annex "G" (Covert) was
forwarded to CINCFE approximatC ly 1 June 1952, and a
covert support _,plan is br g prepared in hl. _H~ a z~ter
d. PSB D-11.b and D__-15b. It will not be necessary to prepay=
formal_support plans for these two programs. A directive from
the Joint Chiefs of Staff will prescribe the appropriate
action required for their implementation.
