SUBJECT s Concurrence in Letter Contract No. 29-2022 with
Westinghouse Electric Corporation, Baltimore, Md.
Project RAINBOW.
1. This me* randum contains a recommendation submitted for
approval of the Director of Central Intelligence. Such recommeda-
tion is net forth in Paragraph 5.
2. Letter Contract No. Ell?.2022 provides for the theoretical
studies, experiments and laboratory tests in the field of elec-
tromagnetic radiation, and establishment of a teat range for use
in connection with the studies and investigat s being conducted
under project RAINBOW.
3. The letter contract obligates 00 chargeable to Fiscal
Year 1 9 5 7 A A funds for Project and contemplates
negotiation of either a coat-zbursement or a fixed price with provision for price redetermination type of definitive contract.
The term of the contract period is from 2 March 1957 through 30
June 1958.
4. Certification of funds for this contract will be handled
under the procedure ved by the Director of Central Intent-
geenc a on 15 December , ethich in effect results in all 10(b)
expenses involving issuance of Treasury Checks being accumulated
in a separate account within the Finance Division. The sn unto
in this account will be periodically scheduled for certification
of the vouchers by the Director. This procedure eliminates the
necessity for a separate certification of authority under Section
10(b) of Public Law 110, 81st Congress, for each contract.
5. Approval of Letter Contract No. B34022 and execution
thereof on behalf of the Agency by the authorised Project 1-i ro
