GHANGE1) tO: TS S C NC-_;t r tiL:'v'iEV'I DATE: -" ,~:.,.. 29 May 1957 MEEMRANDUM FOR THE RECORD SUBJECT: Concurrence in Amendment No. 3 to Contract No. PO-660 with Eastman Kodak Company, Rochester, New York, - (AQUATONE). 1. This memorandum contains a recommendation submitted for approval of the Director of Central Intelligence. Such recommendation is set forth in Paragraph 5. 2. Contract No. PO-660 and Amendment No. 1 thereto provide for the furnishing of all necessary labor and certain materials required to operate and maintain the film processing plant at Rochester, New York. The term of the contract expires on 30 June 1957; however, the Government has the option of renewing the contract to 30 June 1958. 3. The contract is a time-and-material type providing for performance of work and services on a fiscal year term basis. A total of $675,000, consisting of $175,000 of Fiscal Year 1956 AQUATONE funds and $500,000 of Fiscal Year 1957 AQUATONE funds have been obligated under this contract. The amount obligated to the contract from Fiscal Year 1957 funds covered work to 31 December 1956, only, since a better estimate of requirements for the entire fiscal year could be made at that time. Accordingly, Amendment No. 3 to the contract has been drawn to extend the period for expenditure of funds to 30 June 1957 and to obligate an additional sum of $600,000 from Fiscal Year 1957 AQUATONE funds. Amendment No. 3 further amends the contract pursuant to PART VI(2) thereof, to provide new fixed Contract Hourly Rates for the period commending 31 December 1956. By concurrence to this memorandum, the Project Comptroller signifies. that sufficient funds are available for the above additional obligation. 4. Certification of funds for this contract will be handled under the procedure approved by the Director of Central Intelligence on 15 December 1956, which in effect results in all 10(b) expenses involving issuance of Treasury Checks being accumulated in a separate account within the Finance Division. This procedure eliminates the necessity for a separate certification of authority under Section 10(b) of Public :Law 110, 81st Congress, for each contract. 5. Approval of Amendment No. 3 to Contract No. PO-660 and execution thereof on behalf of the Agency by the authorized Project Contracting Officer is recommended.
