The Senior Interdepartmental Group (SIG) has
met infrequently since its inception early in 1966
and has furnished no direct guidance to the Central
Intelligence Agency on the contents of the Agency's
weekly in support of the group.
OCI produced its first weekly for the SIG on
? 21 March 1966. A planning group, chaired by the
Dim! or DIVOCI and attended by the D/OER and area
chiefs of OCI, meets each Wednesday to formulate an
agenda for the SIG weekly, which is disseminated each
Mandy to SIG principals and other top-level offi-
cials with a need to know. The publication each
week covers from two to six situations judged to be
of interest to policy planners.
In wid-September 1967* Mr. Arthur A. Hartman
operating out of Under Secretary Katzenbachis of-
fice, assumed the duties of Executive Secretary for
the Senior Interdepartmental Group. He immediately
visited the bureau chiefs and SIG principals and con-
versed with the D/OCI regarding SIG problems. He
planned subsequently to draw up a dummy agenda and
timetable for further discussion.
On a preliminary basis, Mr. Hartnan suggested
that the SIG weekly should cover counterinsurgency
(es always); economic matters, such as arms pur-
chases that would cut the US out of traditional mar-
kets; IRG problems over which there is contention;
and special studies coming before the SIG.
Since Mr. Hartman's appointment, OCI has been
receiving the minutes of the SIG meetings. Continu-
ing contacts with him should result in a CIA weekly
more responsive to the needs of the SIG.
