SUBJECT: Certificate of Necessity for
Improvements to Leased Pro r

25X1 1. The subject property has been leased in behalf of the
Agency the General Services Administration and will be occupied
by on or about 1 March 1956.
2. Rental for the subject premises is $19,500 per annum.
Thus, $1+,875 is the amount which can be spent for alterations
and improvements to the property under the Economy Act of 1932.
2 5X1 The minimum alterations and improvements required for occupancy
of the premises byl are estimated to cost $9,000
which is $4,125 in excess of the Economy Act limitation. A con-
siderable.portion of the subject alterations and improvements is
required for security reasons.
3. The attached Certificate of Necessity has been prepared
for the signature of the Director in order that the 25 per cent
improvement limitation of the Economy Act may be exceeded with
regard to the subject property.
4. It is recommended that the signature of the Director be
obtained on the attached certificate.
