On 23 September 1954, General Smith signed a
"Certificate of Necessity" (Tab B) authorizing
General Services Administration to ne o
lease for
0 and as the rental exceeded 15 percent of
the fair market value of the property, waive the
15 percent limitation on rental of leased property
This is an excellent facility which we need
and probably could not duplicate,. Moreover,
moving would be quite expensive. In addition,
security considerations dictate a negotiated lease
in lieu of an advertised lease,
