On 20 November the DCI asked me to discuss with Allen after
the briefing session the story in the press that morning that Ambassador
Silberman had resigned. Mr. Allen confirmed the story and told me that
Ambassador Middendorf would be appointed, probably that day. (He sub-
sequently was.) He said he was aware of the difficulties we were having
with the junior members of the transition team and of the conflict of
interest problem. He said we should be reassured that no one had major
surgery in mind; the people on the transition team were just something
we would have to put up with for a short period. He said he had read
the riot act to our problem children and that Middendorf would have in-
structions to keep them under control. The general impression he gave
was that we should view the transition team as a side show with our
real effort being directed to Governor Reagan's immediate staff.

He confirmed that Mr. Casey was Director-designate. I told him
that the sooner that could be announced the better off everyone would
be. He said that he planned to raise that issue with Governor Reagan
in the next few minutes.
