MEMORANDUM FOR: OTR Unit Chiefs

SUBJECT Special Staff Meeting
Mr. Fitzwater will assume the position of Director of
Training on 10 April. He would like to meet with the
Unit Chiefs and their Deputies on Monday, 12 April, at
1600 hours in the DTR Conference Room. An agenda will be
forwarded later this week. One of the purposes of this
meeting will be to review the legal authorities under
which OTR operates. This is in pre aration for the
survey of this subject which OGC, will begin
on or about 14 April.
