We have received no information indi- cating that the tactical situation has changed. It appears that the rebels still have the initia- tive. 2, Despite OAS approval of the resolution calling for a cease-fire in the Dominican Republic and for the establishment of an international neu- tral zone of refuge in part of the capital city, many Latin American officials remain sharply critical of the US landing of troops. They are predicting a Very angry and bitter public reaction in most of Latin America. One diplomat privately comments, "It's back to 1916 again."
