1. The revised version of the subject paper
represents little real progress beyond the version
noted in the referenced memorandum from the SSHO dated
1 Oct 70. Consequently, in response to a question which
raised on the transmittal slip for the 16
December 1970 version regarding the suitability of fol-
lowing the same approach for the remaining portions of
the report, my reaction is negative. As In the initial
version of the paper, there still are obvious inadequacies
that need to be remedied.
2. Because continuation along the lines indicated
in the present edition of the paper will only lead
further down the primrose path, I would like to suggest:
a. That continued work along the present lines
be halted.
b. That the attached outline be reviewed as
the basis for revising the paper.
