REPORT NO.
1. Source reports that Communist elements in El Salvador have been active in
the railroad strike which has been In progress since 1 May 1949. The following
a
known Communists have been participants : Tu1io Pa ea and Gilberto Marr ,
who have acted as liaison agents between the Union Trabajadores
Ferrocarrileros (U'I?) and the Comite de Reorganizaclon Obrera (CRO); and
Samuel Ramirez, who has been attempting to rally teachers and newsmen to
support the strike.
2. The activities of the Communists in this strike have not been decisive,

but they along with the supporters of Osmin Aguirre have been capitalizing
on every opportunity to discredit the present government and further their
own ends.
W Comment. The Salvadoran government declared the railroad strike illegal
on 7 May 1949, Thus far there has been no attempt to enforce this decision.,
and the strike continues. There have also been many rumors that the trans-
portation and 'electrical workers would join the UTF in a general strike, but
these rumors are unsubstantiated.
