Comrade, Soviet Ambassador," I~`axico City,. is quoted in translation below: "The Central Committee of the Spanish Communist Party in Mexico, in full cognizance of the present political situation of the Spanish problem, before the coming UN meeting, appeala to you with the usual cordiality, asking that you send this recommendation to the Soviet representatives at the UN. "The present circumstances. regarding the problem of Spain at the UN can be subdivided into two principal ones: one, the circumstance created by those nations which, despite previous resolutions,maintain relations with the bloodthirsty regime of F ?anco; the o!.her, the circumstance formed by the block of nations hostile to Franco. Included in the block, in addition to the glorious Soviet Union, are Poland,, Rumania, France, Bulgaria, Slovakia, and Croatia in Europe, and Mexico.a Guatemala, and Panama, on the American Continent. . "These blocks of nations, according to reports, will completely adhere to their usual attitude. But we know that, when the Atlantic Pact is established In Europe, a pact that is a war instrument of Yankee imperialism, the nation; included in it may modify their attitude.
