1. In an effoitto break what the Dutch feel is the pro-Republican front of the
Bijzonder Federaal Overleg (BFO), Dr. Beal, on the advice of Dr. Koets,
had Mansur, the Wall Negara of East Sumatra, call the All-Sumatran Conference
the end of March, for the purpose of consolidating pro-Dutch forces..
2. This Dutch strategy was based on..the fears of Sumatran, such as Mansur
of East, Sumatra and Abdul Malik, Wall Negara of South Sumatra, that Republican
strength in their sphere would dominate the political scene. The conference
has not had the desired effect. Efforts are now being exerted to break up
the BFO as an Indonesian Federalist group.
3. Both I!!Ia1sur and Malik are more dictatorial in their areas than the Dutch
are and the populations under their control are getting more and more
uneasy. :both of these men are accepting Dutch advice and money. They are
definitely not regarded as the choice of the people,.
4, Even Hamid II, Sultan of Pontianak, feels that it is a mistake for Beal to
try to break up the BFO4
