(LISTED BELOW) The following infornv Lion has been received in connection with Argentine presi. dential decree No. 1162, published on 1 April 1949, which was designed to cons trol the movements of tourists and immigrants within Argentina 1. The office of Captain Jorge Osinde of the Coordinacion Federal section of the Federal Police and Army intelligence have recommended to the Casa Rosada that stronger measures should be imposed to curb Coe-monist infiltration in labor ranks. 2. As a result of Osinde's investigation of the Immigration Department, at which time it was discovered that several Communists had entered the country ao irmmi4. grants, the government prohibited its, representatives in "iron curtain" countries to issue immigration visas without prior clearance from Buenos Aires. Clearance of these applicants will be given only after a careful screening by Osinde's office and the Army assistants of Colonel Enrique P. Gonzalez, head of the Immigration Departent. 3. Osinde's office is reluctant to accept more IRO-sponsored irmigrants as it is believed that Communists have been able to place themselves on accepted IRO lists. Four hundred or more White Russians now living in Manila and "hanghai, who were sponsored by the IRO and had been accepted by the Argentine government as prospective immigrants, have been held up due to Osinde's lack of confidence in MO screening methods.
