D-2 1. Eduard* Salazar Gomez, newly designated Ecuadoran tinister of Government who is
at present In tuba, wrote to a friend, Frstncisco I1lescas Barreiro, that he
plans to retiurn to 7=ndor within a short tine and will then resign his position.
lie stated that he will first ask the President for the resignations of the
Zinister of Public .Arks, Alberto Acosta Saberon; the t:iniator of Finance,
Carlos rartinoz ' uirola; the tinister of Foreign Relations, Fleftali Ponce; and
the t'iniater of Defense, 'z"fenuel Diaz Orgnalos. He does not expect the President
to accede to this request, and he will then be able to of4'er his own resig-
nation. Ike will base his request for these resignations upon his opinion that
Aeoate Saberon is an indecisive character; that rartinee Quirola is working
for rod protecting the interests of the discredited Ramon Gonzalez Artigas;
that Ponce has little, prestige in Vishington anti is responsible for the employ-
ment of leftists; and that Diaz Granados, although active in carrying out his
dnties, is not really loyal to Plaza and would not sup+3ort the achhinistration

n a real crisis.
2. In the acme letter Salazar olai*ied that there was a complete lacks of collabora-
tion on the part of the organized political parties and that there was a
considerable amount of social ferment which coil!? easily result in a series
of strikes throughout the country. He stated that the Foreign Ministry was
"the propaganda center of the Ecuadoran Communists" anrr objected to the influence
exercised therein by leftists.
3. In private conversations in Quito it is being stated reservedly that Salazar
will resign from the Cabinet without returning to Ecuador. In such an event,
the President will. appoint the resent Minister of flatianal Defense to the
post of Minister of Government and reappoint Manuel Navarro to his former post
as Minister of National Defense.
C-3 4. It is said in Criayaquil that Salazar has been unavoidably detained in Cuba
because his former company in Mavana is undergoing a financial reorMization,
and he is obliged to rewdn in W,:-Llp interview personally many of the major
stockholders. who recently had a long, private con;rer-
sation with Salazar in Cuba stated that Salazar said he would ret+.irn to Ecuador
and wo?xld instigate reform measures. If his proposals were not accepted, he

this report came directly fram Miguel Albornoz, Secretary General of Public
Administration. This information was accepter! as bona file in view of the ftot
that the President has in the past use1 Albornoz to release uioffioial infor-
nation to the press.
