1. Soirce reported that on 6 March, Lr. Carlos Castillo Ibarra, Nicaraguan
revolutionary in exile, was sought out in San Salvador by Dr. Antonio
Roman Duran, who arrived from Guatemala, According to Castillo Ibarra,
Roman Duran, a Spanish Communist and "theoretical psychologist", brought
him a message from President Arevalo of Guatemala* to the effect that
Castillo Ibarra's scheme for the invasion of bicaragua** had been accepted
by collaborators in Mexico and Cuba and that a front would be opened on a
small scale against Somoza within a month.
2, Arevalo suggested to Castillo Ibarra that the movement be run by Edelberto
Torres as chief and potential president, assisted by Juan Jose Mesa
Carlos Castillo Ibarra, with Dr. 8irgilio Godoy 4utierrez (Hondurans in
charge of logistics and military strategy,
Nicaraguan revolutionists in San Salvador received the following cable in
code from Castillo Ibarra, Guatemala City, dated 10 March: "Absolutely
certain we shall go into action in short time. Await my letter."
3. Castillo Ibarra followed the directive sent him by Arevalo, and traveled to
Guatemala with Vicente Saenz, director of the Union Democratica Centroa>mericana,
in'order to consult Arevalo and verify for himself that the plan was really
going to be activatedo
Saenz)who came to El Salvador at the invitation of Carlos Llerena, Rector
of the National University, failed completely in his efforts to get a
promise of funds from the Salvadoran governing junta in behalf of the
Nicaraguan revolutionary movement. Contrary to previous reports, Dr. Galindo
Pohl of the junta did not change his original stand against the granting of
funds, and turned out to be the principal stumbling block in the negotiations.
Comment. Castillo lbarra had been in Guatemala himself about
21-23 February, presumably to consult with Arevalo, after which he planned
to return to El Salvador. Cf
