Party members, during the week of 9-16 February were aakorl to make special contributions to a strike fund. Certain members were obligated to paint and post Qigns in the workers' district urging all workers to support the strike. Desnito the Co muniats' efforts it was exnocted that the strike would be terminated by 17 February 1949, since the strikers have no accumulated funds, and the Covi'tmist Party at this time has no allowance to aii the work atoapape. 2. Although Corruniat mo' }aers, headed by ;'anuel ,Arenas, a city council-man, and till^ente Iturralde, ha;i been agitating anong the rmnicipal workers since the middle of January 1949, it was not decieed definitely by Party leaders until 11 Fobrua. nr 1949 that the strike should be carried out. Certain leaders had not favored the strike since President Galo Plaza Lasso had pronised unofficially to allou the Communist Party freedom as lonr- as it refrains from organizing crippling strikes. 3. Ambitious Communist leaders had honed to oust Rafael Guerrero, the present r. yor, by r:eans of a prolonged strike, and then place Alberto Ordenanza, a Communist couneiirian, in his position. The Communists consider Guerrero the only strong candidate in the next city elections and they had hoped to eliminate him as a contender by moans of the strike.
