1. The Colombian Army is continuing to reinforce the Peruvian-Colombian border
with men and supplies. 411 combat aircraft have been placed in operating
condition, although they are extremely short of ammunition. The armed ser-
vices are nurchaei-ag all available war surplus radio equipment.
2? The Colombian Foreign Office presented a note to the Peruvian government on
4 ;'.arch 1949 in answer to the Peruvian refusal to !-rant a safe conduct to
Victor Raul Haya de !a Torre.
25X1 A6a Cent. In spite of alarning rumors of attacks on the Colombian
Embassy in Lima, the Colombian press and public are extremely calm.. Army
officers have repeatedly stated that Colombia does not plan to take any action
unless Pont provokes an incident.
