Dresden has been omitted,.
As in previous. months' all Reichsbahndirektionen complained about.
the acute shortage of cars, which made it impossible for them to
meet requirements on time, especially since production during
November 1948 had been increased by the application of the
"Hesnnecke system". The RBD Cottbus reported that, in order to
remedy this situation, an increased number of trucks had been put
into circulation during the month of November 1948,
Most Reichsbahndirektionen reported a sharp drop in revenues -from
passenger traffic. They attributed the decrease in passenger
travel in part to checks carried out by the "Volkskontrollen"
nd to the new order restricting passengers from carrying more
than 10 pounds of food.
