14 On 30 January 1949 a China National Air Corporation (CNAC) plane left Shanghai
for Tsingtao but did not reach its destination.
2Q Among the 14 passengers on the plane were CHOU Chia-chung, Director of
C.U.S.A. and assistant manager of the Taingtao Branch of the Central Bank
of China, and Commodore CH;N, director of the Chinese Naval Dockyards in
Tsingtao. CEHOU was believed to have been carrying a large amount of money
for the Central bank of China.
3. Chinese reconnaissance aircraft were able to spot the plane at Tsinnn in
spite of attempts at camouflage. The belief in Tsingtao was that Chinese
Communists had boarded the plane and forced it to land at Tsinan,,
