In addition to the 55 Soviet citizens listed above, the SS S;1OLI ' Y
carried 15 Chinese passengers, including LU Feng, Chinese consul
general at Khabarovsk, and his. staff.

Captain P. Y. Stepanov was in command of the SS SMOLNY, Captain
Bondarenko was on leave
Comment. The presence of dependents among the Soviet
citizens arriving on the SS St4OLNY appears to indicate a change in
Soviet policy. hitherto in 1948 dependents were being returned to
the USSR in an attempt to insure against any defection on the part of
Mosoow-dispatched officials in China. The arrival of new officials with
families and of dependents of Soviet officials already in China may be
evidence that bioscow is confident that the Chinese Commmaists will soon
conquer China, and believes that defection is less likely under a
Chinese Communist regime. The large number of young men among the
newly-arrived officials is possible evidence that oscow thinks that
young well-trained men are needed to "assist" the Chinese Communist
regime in handling affairs in cosmopolitan centers such as Shangiai
and Nanking, and to act as .oscow listening posts.)
