OF PAGES 1 NO. OF ENCLS. (LISTED BELOW) SUPPLEMENT TO REPORT NO. 1. Benoamin Mejia Martinez, President of the Union de Trabajadores Ferrocarrileros (UTF) met with Dr. Salvador Guandique, Sub-Secretary of Culture and Chairman of the Labor Code Commission, on 11 November, and stated to Guandique that members of the UTF were exerting strong pressure upon him to call a general session of the union to consider their new contract demands. Mejia added that he could. not hold out much longer, and that if a general session were called, the Board of Directors of the Union would be forced to set a strike. According to Mejia, it will be difficult to avoid a strike because union members are strongly incensed by propaganda and agitation based on the company's refusal to consider their new contract demands. Mejia asserted that the Board of Directors was even in danger of being thrown out. 3. President Castaneda of El Salvador had earlier stated to Guandique that he would be glad to confer personally with the UTF Directorsy and would soon name a date for the meeting. According to Guandique, this indicated that Castaneda intended to forget all about it.
