Carlos Delgado Chalbaud, Minister of National Defense, has been urged to
take over the governmeDt by At dissatisfied Army group headed by Colonel
T.'arcos Perez Jimenez, Chief of Staff of the Venezuelan Army. The Lanister
has refused to take such action. Source believes that Delgado Chalbaud
is arranging his affairs so that he would be able to leave the country in
an em rgency. He has notified his wife, who is visiting in 1err York, not
to return to Caracas as planned on 20 November. C en . Should
Delgado Chalbaud leave Venezuela, Perez Jimenea w e the top ranking
military officer. ,It is believed that he might attempt to overthrow the
government or at least obtain concessions of cabinet changes to include
