SUPPLEMENT
1,, On 26 and 29 September 1947, Manuel F9edina, an ardent Con ininist, reportedly
made vicious attacks on the United States Foreign P014LOy in speeches given at
the "Casa de la Cultur&" in Guayaquil ? The main them of his two discourses

one, and cited the disregard of the CiAyton Plan for economic freedom in the
recent Gran Colombian Fleet dispute. Fe pointed out that the treaty for con-
tinental defense, signed at the Rio Conference, was nothing more than a means
to secure economic and military domination by the United States over Latin
America
