17. The Northeast Volunteer Army (See whicE the unsurrendered
Japanese are to join if they reach Changchun, has no men actually in Cm.munist
territory yet. It 7,7611 established on the arrivel-of the New 1 Army in Changchun
and is composed of remnants of tie puppet armies and other loofa troops. The
commander is LIU Chih, Veml:er of the Militur, Affairs Commission, who Is directly
under the commund of TU Yu-ming. Mote: It is believed that there was

of LIU Pai-chung!e.) It is believed that the Volunteer Army and other underground
organizations which mi ht be established are primarily important as intelligence
units.

18. No underground, guerrilla, war lord, or "peoples" armies are known operating for
the Nationalists or projected by them in the Communist areas, with one exception;
the HSIEH Wen-tang Army, a guerrilla group led by an old Manchurian war lord by
that name. The headquarters of this group is et VA1-chang (127-0V, 44-66). This
unit is composed mainly of bandit cavalry. HS1Eh maintains contact with the
nationalists throurt. NECC staff liaison offioers. PSIEll is opportunistic and would
fight for the Communists if they offered him a better price.
