1. On 27 January the commander of the Nationalist 65 Regiment of the Now 22
Division f the New 6 ArW7 net General Wale3ky, comaander of the Soviet
150 Division which in stationed in the Chinchou (121-43., 39-07) area, at

2. Wal.esIq agreed to prevent armed Chinese Communists from passing through the
Soviet line and to disarm those in Soviet territory. He further agreed to
abide by the Sino4;oviet Treaty. All guarantees were oral.

Also, one brigade of the Soviet 91 Division was reported to be stationed
outside Chinchou,
General Wales requested the Nationalist troops not to garrison Changah
Liehtao (122-40, 39-17) because they are free (?J islands within the
Port Arthur Naval Bass Area.
4, The Nationalists have not yet made a landing on the archipelago although it
has been reported to them that there are 300 Chinese Co nist$ on Kuanglutao
(122--1.g, 49-10).
