Negotiations described i between the Italians and
Vasili K mensk , the Russian commercial representative in
Rome, were reportedly on an unofficial basis and are said to
have been discontinued for the following reasons:
1. The USSR did not have raw materials ready for Im-
mediate delivery to Italy;
No agreement could be reached on prices at which
USSR materials were to be exchanged;
3. The Russians were annoyed by the anti.-Russian atti-
tude of the Italian center and right press in general
and the Troika affair* in particuax-.
A circular describing the Troika organization
as .an armed terrorist group backed by Russia
was published by the Chief of the Italian police
on 19 September 1946.
