1. The importance of Grumbach in the SF10 (Section Fra,neaise de 11 Internationale
OLwriere) is rapidly decreasing due to his favorable attitude toward the SEP
and his opposition to the growing tendency In French Socialist circles for
closer cooperation among the tte western Allies. Blum considers this the
right time to make direct contact with Schumacher and the SPr but Grumbach is
considered no longer the right liaison man. Becheselle, Carrier, O tier, and
other SF10 leaders want closer and more regular contacts with the M.
24 Prior to the 22 December 1946 press conference, Blum gave General Koenig a
last minute order to limit his remarks regarding the French customs move in
the Saar to the statement that the nerve protested the area from German money
and black market goods4 Koenig was forbidden to grant interviews !4thout In-
forming Blum. he also was ordered to obtain permission from Blum for all future
actions in the Saar.
