(S) Rationale for this addition: In view of all the information about the Soviets pulling ahead of the U.S. in scientific endeavors, it appears that at least these five KIQs should be solely directed toward the specifics of their accomplishments. Adequate emphasis has been placed on the general approach of how much of their economy is directed into scientific effort;-now we need to know more precisely what they are doing and what are their achievements. It is understood that some effort is-directed toward this critical area; however, since, it has not been elevated to KIQ status, it does not appear to have i:he appropriate priority and subsequent emphasis.
