those of the U.S?
2. (S) How does the Soviet Union design nuclear weapons,?
What techniques are used? What are the asymmetries?
3. (S) What is the Soviet approach in radiation weapons
and high energy radiation technology?
4` (S) What is the Soviet approach in high energy, high
current, particle beam physics?
5. (S) What. is the Soviet approach to simulation using
high explosives or other techniques?

SUBJECT: Recommended New Question for the KIQ for FY 1976 ('J)
2. (S) Rationale for this addition: In view of all the
information about the Soviets pulling ahead of the U.S. in
scientific endeavors, it appears that at least these five
KIQs should be solely directed toward the specifics of their
accomplishments. Adequate emphasis has been placed on the
general approach of how much of their economy is directed
into scientific effort;-now we need to know more precisely
what they are doing and what are their achievements. It is
understood that some effort is-directed toward this critical
area; however, since, it has not been elevated to KIQ status,
it does not appear to have i:he appropriate priority and
subsequent emphasis. It should be understood that a country's-,
breakthr.ough in scientific technology can be catastrophic to
its opponents. -
