I. COMMUNITY COLLECTION AND PRODUCTION STRATEGY

A. The community will focus on chemical and biological
warfare (CBW) offensive capabilities to include
agent development, delivery means, contamination
densities, casualty assessment and logistical
supplies. The community also will concentrate on
individual and collective CBR protection systems
including decontamination aspects. These efforts
will be aimed at identifying the vulnerabilities
and strengths of the CBW offensive systems and of
the CBR protection systems.
AGENCIES WORKING ON THE KIQ
A. Collection.
will continue their present level
of effort to collect pertinent information from all
sources about the CBW offensive capabilities and
the protective aspects used by the Army, Navy and
Air Force for operating in CBR environment.

The BW/CW Intelligence
Subcommittee representing all USIB components will
continue to exchange information and sponsor
seminars in the CBR area for early identification
of intelligence production and collection gaps.
The chairman will communicate significant intelligence
through D/SI to the NIO/CF.
B. Production. Close attention will be given by all
collectors and processors of CBW information to
-_early dissemination among the analytical organiza-
tions of the community. Assessments and more
detailed studies and reports will continue to be

issued by the principle agencies. Interested
agencies will continue to search for indicators of
enhanced weapons capabilities
CIA/DDS&T, DIA and the Military Services will give
special attention to this question in regularly
scheduled products. Technical studies, projections,
trends and other related studies will be produced
by CIA/DDS&T, DIA and the Military Services. In
special cases, joint intelligence memoranda and
studies done under the aegis of the NIO/Cr will he
produced. WSSIC will establish their collection
priorities for CBW offensive and CBR protective
systems for the USSR.
C. Exploitation. The Military Services will continue
to exploit CBR related equipment and disseminate
the reports on a timely basis to all interested
agencies and the BW/CW Intelligence Subcommittee.
