SUBJECT : Crayons and Intelligence
1. The proposed draft form and the categories
therein provided to measure levels of collection effort
against the KIQs have proven difficult for the produc-
tion offices to cope with. Collection on military
intelligence subjects, especially those of technical
systems nature, such as anti-ship missile systems, is
done by many agencies but often nsina similar means,

There are other
collection efforts, such as the Navy and Air Force efforts
which are represented in a similarly ambivalent manner
on the IC Staff table.
4. In conclusion, the presently proposed methodology
as drawn in the ICS form for expressing levels of effort
by the community will not adequately reflect the
intelligence community's posture in respect to the
military-related KIQs. The results are patently more
colorful than useful.
