We are undertaking a review of the Governments` role in East-
West trade with the intention of reporting our assessment to the.
Congress. Our review will center on the various Government policies,
procedures, and programs for East-West trade relations in recognition
of the general congressional interest in the area.
In order to carry out this assignment, we believe it of great
importance to have access to certain information developed by your
agency. We recognize the sensitivity of the data being requested
and you may be assured that we will take appropriate measures to
safeguard it. We shall limit access to the documents and all
information contained therein to those GAO members with a need to
know and safeguard the confidentiality of the documents provided to
GAO. Individuals from GAO involved will have necessary security
clearances.
I am sure you are aware that in connection with our reporting
responsibilities to the Congress, it is possible that certain of
this information may be used in preparation of our report. It is
our policy to give agencies the opportunity to review our drafts
before being finalized. Therefore, there should be ample safeguard
against undue disclosure.
We would appreciate your assistance in making available the
following information.
1. Report on Peripheral Equipment Availability in EE and USSR
Report on Computer Production in USSR
Paper on Ryad Program and Equipment Availability by Tasky

and Implications - A paper prepared by OER, OPR,
OCI for Department of State; also work for STR on

detente on the foreign and economic policies of (a)
eastern bloc countries, and (b) the United States.

List of OER reports and publications related to East-
West trade and their agency distribution in past year.

A statement from the Agency reflecting what it deems
adequate general minimum monitoring informational
safeguard requirements against diversion for:
(a) computers and computer peripherals
(b) telecommunications equipment
(c) numerically controlled machine tools
(d) semiconductors and semiconductor manufacturing
and test equipment shipped to Communist
countries by the United States
6, A list of technical agreements signed by American
business and Communist Ministeries and/or State
Committees, and the contents of these agreements.
