SUBJECT Draft Final Report of Task Team V (Biographics)
1. Since CODIB's 19 May review of the Report of Task Team
V on Biographics various aspects of the report have been exten-
sively commented on. You will recall that my main concern has
been the absence of guides for action on the community aspects
of biographic problems, essentially in the three areas of
counterintelligence, name check, and positive intelligence,
2. Accordingly, I directed the CODIB Support Staff to
study all papers and the record of discussions held, and to
draft recommendations which would better facilitate cooperative
action among biographic operating components.
3. The attached draft is the result of that CODIB Support
Staff effort.
4. I request that you study it, and be prepared to discuss
it at an early CODIB meeting. You should also be prepared to
report on current plans or developments in your department
bearing on the proposed recommendations.
