My analysis of _ Data is continuing, but at a slower pace
than I had hoped.. Nevertheless, enough progress has been made to
justify the attached memo,. which I hope can be given a fairly wide
distribution; i.e.. SAC, NSA. DIA, CGS, NIPE, NRO,
will contain specific action recommendations.
Another reason for the issuance of the memo is that it contains a
documented justification for some of the key numbers in a draft of a
SIGINT Cost-Effectiveness paper. This comparison of SKINT programs
is prepared for insertion via the COMOR Cost-Effectiveness Task
Force. COMOR, USIB, and thence to for their action.
